Local Overview

## Additional Units From Woodbridge to Kleinburg

Multiplex Toronto Builders

[/ →](/)

works with Vaughan families in Woodbridge, Maple, Thornhill, Kleinburg, Concord, Vellore Village and Sonoma Heights to add legal units to their homes. The most important thing to know about the city is that Toronto's EHON program does not apply here. Unit counts, entrance rules and parking come from the city zoning by-law and its additional residential unit provisions, along with provincial rules that generally allow up to three units on many serviced residential lots. Projects run through the local Committee of Adjustment, local building services and York Region servicing.

Most of our local clients are multigenerational families. They want a legal suite for parents or grandparents, a separate unit for adult children, or a rental that helps carry a large mortgage. The city's big suburban lots, often 50 feet and wider, give room for

rear additions, side additions

[/multiplex-additions/ →](/multiplex-additions/)

and basement units that are bright and generous.

Costs depend on the route: rear additions typically run $180K-$400K, side additions $220K-$600K, and

conversions

[/multiplex-conversion/ →](/multiplex-conversion/)

$250K-$900K. A Woodbridge rear addition we completed for a family's parents came in at $265K.

Zoning framework: **Vaughan zoning by-law and additional residential unit provisions**. Sixplex status: No. Toronto EHON does not apply here.

Avoid Costly Mistakes

## Vaughan Additional Unit Problems We Prevent

The local issue that catches owners out most often, then the four problems we see on most lots here, and how we handle each before you spend on design.

The Local Issue

### Room for the Parents, but Not a Toronto Fourplex

What you see

Your family wants grandparents, adult children and a rental under one Woodbridge roof, and a fourplex like the ones going up in Toronto sounds like the answer.

Why it happens here

Toronto's EHON rules stop at Steeles Avenue. Here, By-law 083-2025 allows two additional residential units per lot, and only where the lot has municipal water and sanitary service.

What we do

Our multiplex additions team designs a rear or side addition and a legal basement unit inside that limit, so every home on the lot can be permitted.

### Assuming Toronto EHON Rules Apply

Owners hear about fourplexes and sixplexes in Toronto and assume the same applies here. It does not. The city sets its own unit rules.

Our fix: We design to the city's zoning and additional residential unit provisions, confirmed for your lot at feasibility.

### Additional Unit Limits

The city's rules cap the number of units and set size, entrance and parking requirements that differ from Toronto's.

Our fix: We confirm the current provisions for your property before design and plan the best layout within them.

### York Region Servicing

Water and sewer connections and capacity are handled through the city and York Region, with their own fees and timing.

Our fix: We check servicing early and include connection costs and timing in the feasibility budget.

### Large-Lot Additions vs New Units

On big lots, owners are unsure whether to add floor area to the house or create a separate unit.

Our fix: We compare an addition, a basement unit and a combined approach with costs and rental or family value for each.

Execution Roadmap

## How We Plan a Family Home With Extra Units

1. 1

    ### Step 1: Zoning Verification & Feasibility

GeoWarehouse parcel pull, zoning permissions, setback and coverage math, servicing screen and a written CAD budget range in 1-2 weeks.

2. 2

    ### Step 2: Architectural Design & CoA Coordination

BCIN or OAA stamped drawings that make the most of rentable area, energy compliance, and a Committee of Adjustment filing only if it pays off.

3. 3

    ### Step 3: Permit Approvals & Pre-Construction

Building permit, water and hydro applications filed in parallel, and Tarion enrolment for new homes before we break ground.

4. 4

    ### Step 4: Construction Delivery & Occupancy

Fixed-price construction, inspections booked and passed, separate systems per unit and a first-visit occupancy pass.

What We Build Here

## Why Multigenerational Families Choose Us

### Parent and Grandparent Suites

Accessible ground-floor or rear-addition suites with level entries, wide doors and curbless showers, built as legal self-contained units.

### Rear and Side Additions

Additions on large suburban lots that create a new unit or enlarge an existing one, with a structural engineer's check first.

### Basement Units

Legal basement units with egress windows, fire separation and sound control, often the quickest way to add a home on a newer local house.

### Local Rules, Not EHON

Design and permits under the city zoning by-law and additional residential unit provisions, with York Region servicing.

Lot Types

## The Four Lot Types We See Most

What each lot type usually supports, so you can place your own property before the feasibility visit.

1. 1

    ### 50-Foot-Plus Suburban Lot

Room for a basement unit, a rear addition or both. Common in Maple and Vellore Village.

2. 2

    ### Estate Lot

Kleinburg and larger lots with space for additions, subject to the local by-law and any heritage or conservation limits.

3. 3

    ### Townhouse-Adjacent Lot

Tighter lots where a basement unit is usually the realistic option.

4. 4

    ### Older Woodbridge Lot

Older homes that can suit conversion or a rear addition.

Client Feedback

## What Local Owners Say

> "Maple house with a deep basement. They turned it into a proper legal unit for my in-laws with a separate entrance and big windows. The city's rules were explained clearly from day one."

Gianna R., Maple

> "We thought we could do a fourplex like in Toronto. They set us straight on the city's rules and found a layout with a suite and an addition that works for our family."

Hassan K., Vellore Village

> "Kleinburg property, side addition for my son's family. Engineer checked everything first and the project stayed on the price."

Robert C., Kleinburg

Before You Design

## Planning a Multigenerational Home: What to Check First

The most important step in the city is setting aside what you have heard about Toronto. EHON does not apply here. The city's zoning by-law and additional residential unit provisions, along with provincial rules, decide how many units your lot can have and how they must be arranged.

Second, decide what you are trying to achieve. Most local clients want a legal suite for parents or adult children, or a rental unit to help carry the mortgage. The right answer might be a basement unit, a rear or side addition, or a combination, and each has different costs and approval paths.

Third, look at the basement. Many local homes built since the 1980s have deep basements that can become bright, legal units with egress windows, fire separation and a separate entrance. That is often the quickest and least expensive way to add a home.

Fourth, check servicing. Water and sewer run through the city and York Region, and adding a unit may require upgrades or connection fees. We check these during feasibility so the budget is complete.

Finally, think about entrances and parking. Additional units usually need their own entrance, and local rules may require a parking space. On wide suburban lots this is usually manageable, but it needs to be planned rather than assumed.

If you are unsure what your lot allows, a written feasibility report confirms the current local provisions for your property and compares the options side by side.

Local Knowledge

## Why Local Rules, Not EHON, Set the Plan

Local projects start with one rule: **EHON does not apply**. The number of units, entrance placement and parking all come from **city zoning** and its additional residential unit provisions, with **York Region servicing** for water and sewer.

Variances go to the **local Committee of Adjustment**. Near the **Vaughan Metropolitan Centre** and the TTC Line 1 extension, transit access is improving, but most local projects are still planned around suburban driveways and parking.

### The Housing Stock We Work With

Local homes are mostly **1980s to 2010s two-storey detached houses** on wide lots, with deep basements that often suit a legal unit. Woodbridge and Thornhill include older homes. Many families here want **multigenerational layouts**, which shapes how we plan entrances and accessibility.

Local Questions

## Vaughan Additional Unit Questions

### Does EHON apply in Vaughan?

No. EHON is a City of Toronto program. Vaughan uses its own zoning by-law and additional residential unit provisions, along with provincial rules.

### How many units can I have on my lot?

By-law 083-2025 allows up to two additional residential units per lot in Vaughan, so three homes in total, where the lot is on municipal water and sanitary service. We confirm what applies to your lot at feasibility.

### What does a parent suite addition cost in Vaughan?

Rear additions typically run $180K-$400K CAD and side additions $220K-$600K. A Woodbridge rear addition for a client's parents came in at $265K.

### Can my Maple or Woodbridge basement become a legal unit?

Many basements here are deep enough. A legal unit needs ceiling height, egress windows, fire separation and a proper entrance, which we check during feasibility.

### Who handles servicing here?

The city and York Region. We check water and sewer capacity and include connection costs in the budget.

### Which Committee of Adjustment handles variances, and how long does it take?

The local Committee of Adjustment hears minor variance applications. Plan on several months from filing to decision, including neighbour notice and the hearing. We only recommend a variance when it clearly improves the project.
