  • 9-14 Week Permit Coordination
  • 7-Year Tarion Warranty
  • $5M Liability + WSIB
  • 15+ years designing multiplex, fourplex and triplex construction across Toronto, Ontario
  • 40+ multiplex projects coordinated in Riverdale, Leslieville, Scarborough and Etobicoke

Multiplex Toronto Builders handles the full range of Toronto multiplex work: multiplex construction, fourplex, triplex and approved-zone sixplex new builds, house-to-multiplex conversions, additions, design-build, architectural design, building permits and feasibility assessments. Work is delivered under HCRA registration and Tarion enrolment, backed by 15+ years of Toronto infill and 40+ projects coordinated. Every lot starts with a GeoWarehouse zoning verification.

In our opinion, most multiplex budgets break on zoning, not lumber. We test EHON lot coverage and the 25-foot setback math, screen Heritage Preservation Services overlays in Riverdale and Leslieville, and plan Committee of Adjustment timelines before design. Tarion is enrolled per project, the OBC Part 9 vs Part 3 call is made at concept, a structural engineer signs off early and your insurer is involved from day one.

The process is simple: zoning verification, a written feasibility report, CAD pricing before any deposit, realistic permit timelines and OBC-grade workmanship. The first consultation is free, and one project manager runs your build from the first site visit to keys.

Our job is a first-visit occupancy inspection pass, rents that hit your projections and a building that holds its mortgage value. That comes from accurate zoning, honest unit counts and Toronto infill delivered on time, so your deposit and your timeline stay protected.

Recent Project Spotlight

Recent Project: 4-unit new build in Leslieville on standard 25'x120' lot, completed in 11 months for $1.08M including CoA variance for side-yard setback, 4 self-contained 2-bed units with separate hydro + HRV. 11 months feasibility to occupancy. See the project

Transparent Written Estimates

We publish per-sqft pricing before any deposit, so you can plan with real numbers instead of guesses. A fourplex runs $500K-$1.4M, a triplex $400K-$1.1M and an approved-zone sixplex $800K-$2M, which means your written CAD feasibility arrives with zoning verified before any contract.

HCRA + Tarion Compliance

We work with HCRA-registered builders and enrol every new build with Tarion before site mobilization, so your deposit is protected if construction is ever interrupted. Finished units carry the statutory Tarion 1-2-7 year warranty on top of our written workmanship warranty.

Zoning Verification Day One

We pull your parcel zoning from GeoWarehouse before design starts, because the cheapest mistake is the one caught first. That means no sixplex pitch where only a fourplex is as-of-right, no EHON math guessed on 25-foot lots and no heritage overlay surprises mid-build.

Committee of Adjustment Experience

When a minor variance is needed for parking, side-yard or height, we file the application and represent you at the hearing. We have filed 40+ variance applications across Toronto CoA panels since 2019, so we know what each panel looks for and how long it really takes.

Multi-Unit MEP Coordination

Each unit gets its own hydro meter, separate water shut-off, HRV ventilation and OBC-compliant egress, which means tenants pay their own utilities. We coordinate ESA inspection, Toronto Water upgrades and gas separation before drywall, so occupancy is never held up.

Fixed Pricing After Feasibility

After the written feasibility report, you sign a fixed-price construction contract, not open-ended cost-plus. Structural, envelope, MEP, finishes, landscaping and permits are scoped to the dollar before signing, so your lender and your budget see the same number.

Avoid Costly Mistakes

Common Multiplex Problems in Toronto

Toronto zoning and building rules carry hidden friction points. These are the four failure modes we see most, and what we do about each before you spend on design.

Sixplex Permission Uncertainty

The 2025 amendment covers the Toronto and East York District and Scarborough Ward 23 North only. North York, Etobicoke, York and the rest of Scarborough stay at fourplex as-of-right, yet owners there are still pitched six units.

Our fix: Written zoning confirmation tied to your parcel before any architectural deposit.

Heritage Overlay Blocks Conversion

Riverdale and Leslieville Victorians on the Heritage Register need Heritage Preservation Services sign-off before facade, window or roofline changes. Designs that ignore it stall at permit.

Our fix: Interior reconfiguration and side or rear entrances that keep the street face intact.

EHON Setback Math Fails on 25' Lots

A standard 25-foot Danforth Village lot often yields two or three livable units without a variance, not four, once side-yard setbacks and rear-yard soft landscaping are applied.

Our fix: Lot geometry modelled before design, with three units and four units priced side by side.

Parking Variance Roadblocks

Transit-proximity parking reductions do not apply on every lot. When they do not, a parking variance adds 4-6 months at the Committee of Adjustment that nobody budgeted.

Our fix: Parking standard checked at feasibility; any variance filed at the start of design.

Who We Build For

Multiplex Builds for Homeowners, Investors and Multigenerational Families

Three kinds of owners make up almost all of our work. The rules are the same for each, but the right building is not.

Toronto house converted into three units with original brick facade

Homeowners

You own a house and want it to earn more or hold more family. We convert existing Victorians, semis and bungalows into two to four legal units, or rebuild when the numbers say so. You get an honest unit count first, then a fixed price.

House-to-multiplex conversion
New three-storey Toronto fourplex with four separate entrances

Property Investors

You want rent streams and a building appraised on income. We build EHON fourplexes citywide and sixplexes in the two approved zones, with separate meters, Toronto Green Standard Tier 1 envelopes and a fixed contract your lender can underwrite.

Fourplex construction
Triplex with an accessible ground unit for parents and family units above

Multigenerational Families

You want parents, adult children and maybe a tenant on one lot, each with their own front door. We design accessible ground units, family-size upper units and separate utilities so every household stays independent and every unit stays rentable later.

Sixplex (Approved Zones) $800K-$2M 6 units, Part 3 likely 12-16 months
House-to-Multiplex Conversion $250K-$900K 2-4 units in existing house 6-9 months
Architectural Design (Stamped) $15K-$60K Permit drawing set 6-10 weeks
Permit Coordination $5K-$18K Toronto Building + CoA 9-14 weeks
Feasibility Assessment $1,500-$4,500 Written zoning + budget report 1-2 weeks

Per-sqft guide: new build $320-$520/sqft, conversion $220-$380/sqft, luxury finish uplift +$80-$150/sqft.

What Affects Your Multiplex Quote

  • Unit count and code path. OBC Part 9 vs Part 3 is the biggest single cost switch.
  • Lot width, depth and foundation. Narrow lots, shoring and poor soils add cost.
  • Finish level. Luxury finishes add $80-$150 per sqft.
  • Toronto Green Standard. Tier 1 adds 2-4%, Tier 2 adds 6-10%.
  • Approvals and site. CoA variances, heritage, trees and servicing upgrades.

Why Choose Multiplex Toronto Builders

General contractors often apply single-family habits to multi-unit buildings. These four habits are what we do differently.

Zoning Verification Day One

Every project starts with a GeoWarehouse parcel pull and a By-law 569-2013 check. We tell you what your lot can legally carry before you spend on design, including the exact sixplex district boundaries and any heritage, tree or ravine limits.

Fixed Price After Feasibility

Once the written feasibility report and design scope are settled, you get a fixed-price contract with allowances listed separately. Our Leslieville fourplex came in at the quoted $1.08M. That is the point of doing the homework first.

Committee of Adjustment Experience

40+ variance applications across the Toronto and East York, North York, Etobicoke York and Scarborough panels since 2019. We file early, prepare neighbour notice properly and sit beside you at the hearing.

Multi-Unit MEP Coordination

Separate hydro meters, water shut-offs, heat pumps and HRVs for every unit, plus interconnected alarms and egress for every bedroom. Utility upgrades are filed at permit stage, so finished units do not sit empty waiting for power.

Execution Roadmap

Our 4-Step Multiplex Process

From the first GeoWarehouse parcel check to the final occupancy sign-off.

  1. Step 1: Zoning Verification & Feasibility

GeoWarehouse parcel pull, By-law 569-2013 permissions, setback and coverage math, a heritage, tree and servicing screen and a written CAD feasibility in 1-2 weeks.

  2. Step 2: Architectural Design & CoA Coordination

BCIN or OAA stamped drawings with rentable area optimized, Toronto Green Standard Tier 1 built in, and a variance filed only when it clearly pays.

  3. Step 3: Permit Approvals & Pre-Construction

Toronto Building, Toronto Water and Toronto Hydro applications filed together, and Tarion enrolment completed before ground is broken.

  4. Step 4: Construction Delivery & Occupancy Pass

Founder Michael Chen leads our trade specialists through site mobilization, structural framing, multi-unit MEP and a first-visit occupancy inspection pass.

Compare Your Options

Multiplex vs Addition vs Secondary Suite vs Laneway Suite vs New Custom Home

A multiplex is not always the answer. Here is how the five common routes compare for a Toronto lot, so you can see where each one fits.

Comparison of multiplex, addition, secondary suite, laneway suite and new custom home
Option Units Gained Typical CAD Cost Approval Path Timeline Rental Income Potential
Multiplex (3-6 units) +2 to +5 $400K-$2M Building permit; EHON as-of-right in Toronto (6 units in 2 zones) 8-16 months build Highest: several full rent streams
Addition +1 or larger unit $180K-$600K Building permit; variance if setbacks are tight 5-8 months Moderate
Secondary Suite +1 Lower; varies with basement work Building permit; basement height and egress rules 3-6 months typical Modest, one rent stream
Laneway / Garden Suite +1 Varies with servicing and size Garden or laneway suite permissions; fire access 6-9 months typical Modest to moderate
New Custom Home 0 Varies widely Building permit 10-14 months typical None (owner-occupied)

Multiplex Builds Across Toronto

Riverdale and Leslieville

Victorian and Edwardian row houses on 25-foot lots, many on the Heritage Register. Strong triplexes and careful fourplexes, inside the Toronto and East York District where sixplexes are possible on the right lot. Our Leslieville fourplex delivered four two-bedroom units for $1.08M.

Danforth Village

Narrow lots near TTC Line 2 where the EHON setback math decides everything. Three units without a variance often beat four with two variances, and we price both before you choose.

Scarborough Ward 23 North

The only part of Scarborough where six units are allowed. Corner lots around Milliken can carry a Part 3 sixplex with a second exit and bike storage. Our Ward 23 North sixplex was fully rented in its first month.

Etobicoke Lakeshore (Mimico, New Toronto)

Deep post-war lots that fit a fourplex and often a garden suite. Within 500 metres of the lake, we specify 316 stainless fasteners. Fourplex is the maximum here, whatever a sales pitch says.

North York (Willowdale, Lansing)

Wide 40-50 foot lots that fit four generous units, often side by side, without variances. Mature trees and water service upgrades are the usual items to plan around.

East York (Leaside, Pape Village)

Wartime houses that are often better rebuilt than converted, larger Leaside homes that convert well, and sixplex permission under the Toronto and East York District.

The Niche Moat

Toronto EHON Zoning Primer

In 2023, Toronto's Expanding Housing Options in Neighbourhoods (EHON) program made fourplexes as-of-right citywide. That means up to four units on residential lots without a rezoning, under Zoning By-law 569-2013.

In 2025, the city allowed sixplexes, but only in two areas: the Toronto and East York District and Scarborough Ward 23 North. Everywhere else, including North York, Etobicoke, York and the rest of Scarborough, four units is the as-of-right maximum.

Permission is not the same as fit. By-law 569-2013 still sets setbacks, height, lot coverage and soft landscaping. On a 25-foot lot, those rules often leave room for two or three good units without a variance, not four. A Committee of Adjustment variance can close the gap, at a cost of 4-6 months.

EHON applies in the City of Toronto only. It does not apply in Vaughan, Markham, Richmond Hill, Mississauga, Brampton or Pickering, where each city runs its own additional unit rules. That is why every project we take on starts with a written zoning check tied to the exact parcel.

Read the full EHON guide or see where sixplexes are allowed.

Compliance

OBC, HCRA and Tarion Standards

Three rulebooks every multiplex in Ontario has to satisfy, and how we handle each.

Ontario Building Code Part 9 and Part 3

Most triplexes and fourplexes stay within Part 9 (under 600 sq m and three storeys). Most sixplexes cross into Part 3, which brings sprinklers, a second exit and an OAA architect. We set the code path at concept and design to CSA O86, R-24 walls and R-60 roofs.

HCRA Builder Registration

New homes in Ontario must be built by a builder registered with the Home Construction Regulatory Authority. We name the licensed entity in your contract and share registration details before any deposit. You can check any builder in the HCRA Ontario Builder Directory.

Tarion New Home Warranty Enrolment

Every new build is enrolled with Tarion before construction starts, with statutory 1-2-7 year coverage: one year for workmanship, two for systems and water penetration, seven for major structural defects. A Tarion pre-delivery inspection closes out every project.

Also built in: Toronto Green Standard Tier 1, R-24 walls and R-60 roofs, and 316 stainless fasteners within 500 metres of Lake Ontario.

Toronto Zoning FAQs

Frequently Asked Questions

How much does a multiplex cost to build in Toronto?

A triplex runs $400K-$1.1M CAD, a fourplex $500K-$1.4M and a sixplex in approved zones $800K-$2M. Converting an existing house costs $250K-$900K. New builds work out to roughly $320-$520 per sqft, conversions $220-$380 per sqft, before any luxury finish uplift of $80-$150 per sqft. Your lot width, foundation, finish level and whether the building falls under OBC Part 9 or Part 3 move the number inside those bands, which is why we confirm zoning and unit count in a written feasibility report before quoting a fixed price.

Is a sixplex permitted anywhere in Toronto?

No. The 2025 sixplex amendment applies only in the Toronto and East York District and Scarborough Ward 23 North. Everywhere else in the city, fourplex is the as-of-right maximum under EHON, so we verify your parcel before any design work. If a builder pitches six units on a North York, Etobicoke or York lot, ask them to show the zone confirmation in writing.

Does EHON apply across the GTA?

No. EHON is a City of Toronto zoning change to By-law 569-2013. Vaughan, Markham, Richmond Hill, Mississauga, Brampton and Pickering each run their own additional residential unit or secondary suite rules, which we work within on every GTA project. The unit count, parking and entrance rules can differ a lot from Toronto, so a lot that would carry four units in Leslieville may only carry two or three in York Region or Peel.

How long does a fourplex take from zoning to occupancy?

Plan on 1-2 weeks for feasibility, 6-10 weeks for design, 9-14 weeks for permit coordination and 9-12 months of construction. A Committee of Adjustment variance adds 4-6 months, which is why we confirm it is needed before design is final. Our Leslieville fourplex went from feasibility to occupancy in 11 months, including a side-yard variance.

Do I need an HCRA-registered builder for a multiplex?

Yes, new homes in Ontario must be built by an HCRA-registered builder and enrolled with Tarion per project. Ask for the builder number upfront and a written agreement naming the licensed entity before you pay a deposit. You can check any builder in the HCRA Ontario Builder Directory in a few minutes.

Can I convert my house to a multiplex without a severance?

Yes. A multiplex keeps one lot with several units, so no severance is needed. Severance splits a lot into separate parcels, a different process that owners often confuse with multiplex approval. Conversions still need a building permit, fire and sound separation between units and, in most cases, hydro and water service upgrades.

What is EHON?

EHON (Expanding Housing Options in Neighbourhoods) is Toronto's program that, since 2023, permits up to four units as-of-right on residential lots citywide, with a 2025 amendment allowing six units in two approved areas. Setbacks, height and lot coverage still decide how many units your lot actually fits, so permission on paper is not the same as fit on the ground.

Do you handle Committee of Adjustment variances?

Yes. We prepare and file minor variance applications for parking, side-yard and height, and represent you at the hearing. We have filed 40+ applications across Toronto CoA panels since 2019. Most variances add 4-6 months, so we only pursue one when it clearly adds a unit or saves real cost.

Can a heritage home become a multiplex?

Often, yes. Heritage Preservation Services must sign off on facade and exterior changes, but interior reconfiguration into units frequently proceeds. Expect added review time in areas like Riverdale and Leslieville, and plan rear additions and new entrances so they stay out of the protected street face where possible.

What is the first step?

Book a written feasibility assessment ($1,500-$4,500). We pull your parcel zoning from GeoWarehouse, test the unit count against setbacks and height, screen heritage, trees and servicing, and give you a CAD budget range in 1-2 weeks. You walk away with a report you can take to a lender, even if you decide not to build with us.
